Estonian Ambassador Spoke About Nuclear Co-operation at International Atomic Energy Agency General Conference

Estonian Ambassador to the International Atomic Energy Agency (IAEA) Eve-Külli Kala gave a speech today, 22 September, during the 54th IAEA General Conference in Vienna. Her speech addressed the peaceful use of nuclear technology, the future of international nuclear co-operation, and Estonia’s contribution to technical co-operation within the IAEA.

Ambassador Kala emphasised that barring the spread of nuclear weapons and preventing the misuse of nuclear technology, while still advancing the peaceful use of nuclear technology, is a complicated task. “The nuclear safety and security requirements necessary for developing nuclear energy can only be guaranteed through comprehensive co-operation with the IAEA,” she added.

Kala stated that every state has the right to choose a suitable energy strategy that would be environmentally friendly and safe. “In making its choices, Estonia dutifully takes into consideration all of its climate and pollution-related responsibilities,” the ambassador noted.

Eve-Külli Kala also thanked the IAEA for helping Estonia to advance radiation therapy and nuclear medicine, procure equipment, and train specialists. “Thanks to the valuable skills and experiences acquired through our co-operation, Estonia is now offering its expertise to other nations,” said the ambassador.

Within the framework of the IAEA General Conference, Ambassador Kala will sign the agreement outlining Estonia-IAEA technical co-operation for the years 2010-2015 and meet with IAEA Deputy Director General Ana Maria Cetto, with whom she will discuss Estonia-IAEA co-operation in radiation protection and safety. “We are happy to continue our co-operation with the IAEA, which allows us to guarantee everyone timely medical aid in the fight against cancer and in diagnosing illnesses,” said the Estonian ambassador.

Estonia to reintroduce border control at its internal borders during the meeting of NATO Foreign Ministers

For security reasons, Estonia will reintroduce border control at its internal borders during the unofficial meeting of NATO Foreign Ministers from 17 – 23 April in Tallinn. To ensure the highest possible level of public policy and internal security, controls at the border will be introduced at Estonia’s border with Latvia and at ports and airports.

Border controls will be carried out in accordance with the Schengen Borders Code and State Borders Act.

Estonian Ambassador to Austria Presents Credentials

Ambassador of the Republic of Estonia Eve-Külli Kala presented her credentials to President of the Republic of Austria Heinz Fischer on Monday, 11 January.

During the meeting that took place after the presentation of credentials, the two discussed Estonia and Austria’s historically good relationship and remarkably close cultural ties. They also talked about interesting events in the history of Estonian and Austrian cultural contacts. After touching upon the production of Mozart’s “Magic Flute” that was performed in Tallinn as early as 1795, they also talked about future co-operation plans. “We are planning a performance of Arvo Pärt’s 4th symphony by the Nordic Symphony Orchestra in Vienna in May of 2010,” noted Eve-Külli Kala. “In addition to our good cultural ties, we should intensify relations between our two nations on various working levels,” the ambassador said, adding that the Treaty of Lisbon will certainly give a new impulse to communication.

President Fischer and Ambassador Kala both praised Estonia and Austria’s co-operation in supporting each other’s candidacies in international organisations and promised to continue with that practice. The ambassador asked for Austria’s support for Estonia’s candidacy as the potential location of the EU’s IT agency for justice and internal affairs.

Within the course of the discussion, Eve-Külli Kala wished President Fischer luck in the upcoming presidential election. Fischer asked Kala to send his best wishes to the Estonian president and people.

Eve-Külli Kala was born on 10 November 1959 in Tartu. The ambassador graduated from Tallinn Pedagogical University with a degree in English and German philology and from the Estonian School of Diplomacy. She has also studied at Oxford University and the Geneva Institute of International Studies. Kala has worked in the Estonian foreign service since 1992. From 1992-1996 she was in the Foreign Ministry’s political department, from 1996-1999 at the Estonian representation to the Council of Europe in Strasbourg, and from 1999-2001 Kala was the director of the Foreign Ministry’s division for Central and Northern Europe. From 2002-2006 Eve-Külli Kala was the Estonian ambassador to the Czech Republic, and before assuming her current position Kala was the director general of the Foreign Ministry’s personnel department.

The exhibit will take place within the framework of Linz-European Capital of Culture 2009 and addresses hierarchies, positions of power, the division of roles, and private and public relations within families.
The exhibit will be situated on two floors. On the ground floor, which will be open to everyone, will be installed a children's playground and all that goes with it-a ball pit, swings, building blocks, skill games, and a wide-screen LCD showing non-stop animated films. Guests can draw on the walls. Parents will find a comfortable leather couch and a coffee machine.
The basement floor will be dark, with localised lights fixed on podiums that hold hamster cages, which in turn contain small doll furniture and scenes of home life represented by small dolls. Only adults are recommended to go to the basement level.

Estonia is waiving the visa invitation requirement

Estonia is simplifying the visa application process for people travelling to Estonia. On May 7 the Estonian Parliament (Riigikogu) approved an amendment that will waive the visa invitation requirement. The amendment will enter into force on July 30. Visa invitations submitted to and approved by the Citizenship and Migration Board before July 30 will be valid in foreign missions of Estonia as documents certifying the travel purpose within 6 months following the date of the corresponding decision,Waiving the visa invitation requirement means that those applying for visas no longer have to present an invitation approved by the Citizenship and Migration Board or other form of invitation, and from now on other documents will be sufficient to prove the purpose of travel.

The waiving of the invitation requirement will make the visa application process faster and easier. All other requirements will remain as before.

The most important thing for the visa applicant is to present his or her travel plans honestly and clearly and to fill in the visa application with his or her contact information and primary address of residence in Estonia. It is also required to submit documents that certify the purpose of travel and prove the existence of sufficient resources to cover return travel, sustenance and accommodation. It would also be useful for the applicant to indicate his or her connection to Estonia (for example, documents proving marital or family status, or a letter or email written by the person being visited in Estonia describing the person’s connection to the visa applicant).

The consul still reserves the right to ask the visa applicant or relevant individual or organisation to present oral or written explanations of the need for a visa. As before, the consul may request documents that certify the applicant’s intention to leave the Schengen area upon the expiration of the visa: return tickets, sufficient means of subsistence, proof of employment, proof of real estate in the country of residence, proof of ties with the country of residence (family ties, professional status) etc.

To prove the purpose of travel, the following supplementary documents could be submitted (the list is non-exhaustive):

For business travel: written confirmation from the company organising the meeting, conference, etc.; invitations/tickets to a fair or seminar; documents that prove the existence of business ties or certify the applicant’s connection to or status in a company.

For personal travel: documents confirming accommodation (hotel reservation, a letter or email which confirms that the receiver will allow accommodation for the visa applicant); travel package; copies of travel tickets.

Fingerprints in travel documents

Starting from June 29th, 2009, all applicants of Estonian travel documents are required to give their fingerprints. The fingerprints are included onto the chip inside the passport cover. Children above the age of 6 are also required to give fingerprints, children below the age of 6 will not have to give fingerprints. As the result of compulsory fingerprint-giving, the procedure of applying for repeated passports by mail will change. In the future, it is possible to apply for a repeated passport by mail only in the case when the person has already received one passport containing fingerprints and less than 2 years have passed since the issuance of this passport.

It is possible to apply for a repeated passport by mail until June 28th, 2009 (passport applications bearing a postal stamp of a later date will not be reviewed without fingerprints - the applicant will have to go to an Estonian foreign representation or to Estonia to give fingerprints). Applications for repeated passports until June 28th, 2009 can be submitted by those persons, whose passport will expire soon (a few months are left until the expiration date) or by persons who for any other reason would like to receive a new passport. There are no changes in the procedure of applying for the initial passport (applications can be turned in at Estonian foreign representations, it is not possible to submit them to the Honorary Consuls). Additional information concerning the fingerprint-taking, use of fingerprints and other questions can be found on the website of the Citizenship and Migration Board.

Estonia-Austria gala Lend me your harp, Vanemuine

An Estonia-Austria gala called Borg mir Deine Harfe, Vanemuine (Lend me your harp, Vanemuine) will take place at Mozarteum Salzburg. The artistic director of the gala is Aarne Saluveer and the MCs will be Katrin Lehismets and Aarne Saluveer.
The Big Band from the Georg Ots Music School of Tallinn and soloists will perform under the hand of Siim Aimla; other performers will include the folk-dance group Lee, the Salzburg Fine Arts School's choir and ensemble Men Only. Folk dances will be performed, as will Estonian and international jazz classics.
At the end of the gala, the Estonian musicians and their colleagues from Salzburg will join together to perform some Estonian music as one big ensemble.

Exhibit "Ars Baltica" in Salzburg

An exhibit from the series Ars Baltica being shown at Berchtoldvilla is dedicated to the anniversary of the Batic states, and 19 artists from Estonia, Latvia, Lithuania, and Finland are represented. Estonia is being represnted by Andres Tolts, Mare Vint, Marje Üksine, Tiiu Kirsipuu, and Jüri Hain.
The subtitle of the Ars Baltica 08 exhibit is The Graphic Line (Die grafische linie). The works displayed are ones in which the tone is given by graphic elements, and in a few of the artists' pieces, the borders between painting, graphics and photography dissolve altogether.
There will be stands in the foyer of the Berchtoldvilla introducing the 20th-century history and art history of the different countries.
The curator of the exhibit is the vice president of art-by-Berchtoldvilla, Peter Rieder M.A.
On 27 September and 11 October, art history lectures will be given by Elisabeth Mohri.

Improvisation artists Anne-Liis Poll (singing) and Anto Pett (the piano) are giving a concert in Vienna, where the music being performed is similar to a chamber opera with a modern way of sound making. The whole audible music at the concert is being created directly without previous preparation.

The Estonian Television Girls Choir conducted by Aarne Saluveer is performing in Austria, Slovakia and Switzerland.
The Estonian Television Girls Choir is a renowned concert choir in Estonia as well as in the whole world. It is its very versatile repertoire that makes the choir so unique: spiritual as well as secular music from Gregorian chant to the works of modern composers, folk music together with effective stage movement and programs of modern pop-music as well as jazz.
Aarne Saluveer, the conductor of the choir is in addition also the director of the Georg Ots Music School and chairman of the Estonian Choral Association; he belongs to the board of Europa Cantat. In 2007, Saluveer was also the artistic director of the 10th Youth Song Festival Ilmapuu. The Estonian Public Broadcasting elected A.Saluveer for the Musician of the Year 2007.
